Felecia “Rooster” Bowers is a federal law enforcement officer and Brazilian Jiu-Jitsu brown belt. She serves as a federal law enforcement instructor, including roles as lead safety instructor and non-lethal training ammunition instructor for her Indianapolis-based agency, as well as an adjunct instructor at the Federal Law Enforcement Training Center (FLETC).
Her commitment to officer safety shines through her position as Vice President of the Federal Law Enforcement Officers Association 111 Project, a non-profit dedicated to protecting law enforcement personnel via support, education, training, and information sharing.
As a jiu-jitsu instructor, Felecia leads the women's program at Franklin Jiu-Jitsu Club and coaches at Hangout Jiu-Jitsu Club, which primarily serves law enforcement officers. She is a subject matter expert in comprehensive self-defense — including target hardening, avoidance, situational awareness, de-escalation, fighting back, post-altercation actions, and legal considerations. Felecia regularly leads women's self-defense seminars, with all proceeds donated to local domestic violence charities.
Felecia holds a Bachelor's Degree in Psychology from the University of South Carolina and a Master of Science in Criminal Justice from the University of Cincinnati. Her approachable, practical teaching style resonates deeply with students — particularly women of all ages, law enforcement professionals, and survivors of domestic abuse.
In addition to self-defense and physical tactics instruction, Felecia is a Certified Strength Coach (NCSF) and a member of the United States Registry of Exercise Professionals (USREPS), applying her knowledge to build functional strength and resilience.
